What is this conference about?
This conference will help you better understand, rise to the challenges and take advantage of the opportunities to plan for – and deliver – regeneration in the post-property bubble world. We will introduce some of the thinking and mechanisms for grappling with a world in which finance is scarcer, risks are greater and development margins are tighter. Planners are increasingly being asked to understand the delivery implications of their ambitions for well-designed, sustainable places – recognising that regeneration is development that the market, unaided, is unlikely to deliver. The day will be split into two parts: the commercial fundamentals of deliverable regeneration; and mechanisms and models that offer opportunities for easing the development burden. The conference will include debates between panel members as well as questions from the floor.

Conference chair
Nora Galley is a partner of Roger Tym & Partners and a planner and development economist with 20 years consultancy experience working for local and central government, regeneration agencies and the private sector. Nora specialises in the social, economic and market aspects of strategic and area development.
Conference speakers
Stuart Andrews is a specialist planning lawyer and leads the Birmingham and Nottingham planning team. His experience includes major town centre schemes, large urban regeneration projects and strategic residential development proposals. This experience has involved the conduct of major development projects through application, appeal and other proceedings.
Bill Blincoe, Development Director, Fairview New Homes David Dewar is planning policy officer at Wycombe district Council, where he leads on retail planning issues. He has worked at the council for 3 years, during which time he has played a role in delivering a ‘sound’ core strategy, and in developing the council’s Delivery and Site Allocations DPD.
Stuart Knight is a Partner within Strategic Consulting with particular responsibility for Local Government. He has some 20 years public and private sector senior management experience in all aspects of the property cycle, including ten years as a Local Government Chief Officer.
Chris Marks is a real estate lawyer with over 25 years experience in urban regeneration, housing and development. He has represented a wide range of public bodies, local authorities and developers. He is a partner with DLA Piper UK LLP.
Jonathan Seager has responsibility for planning and regeneration policy at the BPF. He provides the secretariat to the following BPF committee’s: Planning Committee, Regeneration and Development Committee and Community Infrastructure Levy Working Party.
Rynd Smith is currently the Director of Policy and Partnerships for the Royal Town Planning Institute. In the UK he has held policy and plan review roles for the voluntary sector and has worked for local government in policy, regeneration, urban design and major projects roles.
Paul Spooner commenced work with Homes and Communities Agency in December 2008 and is Regional Director for the West Midlands, investing nearly £200m each year in major housing and regeneration schemes and the provision of new affordable homes across the region.
Philip Wallbridge is a chartered surveyor with over 8 years’ experience. He has worked for both the private and public sector, including Derwent London and the South East England Development Agency (SEEDA), joining Roger Tym & Partners in 2008.Philip has a wide range of property skills, particularly in development and regeneration. He has a track record in complex financial viability analysis, masterplanning, town centre development and strategic property work.
